In reply to Joydeep Sarkar's post on December 11, I recently encountered this same issue. The program was not running in compatibility mode. ScanPST did not correct the issue. Disabling all add-ins did not resolve it. Outlook would only run in safe mode, which did not allow some add-ins required for my job to work.
